Faced with the advancing capabilities of competitor states and a changing innovation landscape, the U.S. military and policymakers are asking: Is the U.S. facing a crisis of innovation?

The U.S. military has historically played a key role in funding and nurturing bleeding-edge technologies long before they had commercial applications. The internet, computing, semiconductor, GPS, satellite and nuclear energy are a few examples of public investment in initial R&D that have helped bring new technologies to mature that eventually crossed over to the private sector.
